Rahal managed to coax the rubber ducks into his pockets and grumbled as he was made to sit and wait through the paperwork, still handcuffed, though this time at least his hand were in front of him. He amused himself by playing with the ducks, lined up on the edge of Catherine's desk as he began to sober up. this had been a hell of a night and he was tired, sober now, and in need of a nap.
He could hear the storm outside too. A miserable day to go outside without n umbrella, and he didn't even have his car here. Not that it would stop him, but Catherine got antsy when he did any form of magical travel inside the station. Outside wasn't any better, in his opinion, as it increased the chances of a mundane seeing you. Then again, mundanes were in the know now too. And they weren't happy about it. Rahal knew that one first hand, and he wasn't happy about that either.

The paperwork itself didn't take long, it was the report and getting everything typed up, ready to send in. Glancing from her computer screen, over to the edge of her desk, Catherine frowned. "Can you not?" She commented bluntly. She really did not enjoy having him sitting there in her office, but the alternative was leaving him in a holding cell with someone like Johnson supervising. That was just asking for additional problems when that man was involved.
"And if you're done playing with the ducks like a bloody two year old... I need you to sign this before I can send you home." Catherine added, handing the man a clipboard with a pen. "It's just saying that yes you'll appear before the Council tribunal, and not anything else." They both knew he was guilty as hell, but what charges Council decided to slap him with would be another story. She could potentially recommend a lighter charge, if he agreed to certain conditions being met.
Catherine however wasn't going bank on Rahal agreeing to much if anything, the man was stubborn.

Rahal raised an eyebrow. "Well what else am I supposed to do with them?" He pointed out. "Magic still bound by the cuffs. You are not everyone's favorite chihuahua. You do things right. So here I am, watching over a" he paused looking for the word. "horde? gaggle? a murder of homocidal rubber ducks." Still he fell silent and read through the contract written then sighed and nodded. "I'll sign."
Going before a tribunal was not going to be fun and he did not want to do so. Still, he suspected he was long overdue on this one, even if he found his magic easy enough to undo. Mostly. Sometimes not so much, but he liked to think of those times as not him doing it, but Father Chaos. Still, he signed the document with a flourish, his overly elaborate signature taking up a good inch and a half of space on the line. "I'll even dress in mundane chic, and not whatever the courts latest fashion is." The Dragon court of course. Despite being not a vampire, he still was a member of that court, like it or not.

Catherine offered a slight shrug, "I assumed you would have had that figured out by now." She remarked flatly as she took the clipboard back. Skimming over the form one more time, she frowned for a moment, resisting the urge to comment about the overly elaborate and unnecessary signature on the form. 'At least he signed it.. thank god.' Catherine thought to herself as she turned her attention back to the grumpy and hung over mage sitting in the chair in front of her desk.
"Do you even own normal clothing?" She asked, still largely unamused at having been the one to deal with him this time.

"You know I'm just well studied in magic, not an actually genius, right?" Ridiculously well studied, and judging by the fact that he was skin and bones more often than not, despite a ravenous appetite, he used magic often. "I still haven't figured out why the rubber ducks seem to keep occurring." One day he'd love to know that. "And of course I own mundane clothes. I'm good at keeping our once secret." And he wasn't happy they were all out in the open either. He knew a great deal of people who weren't as well.
It was something of a split in the community, between those glad for the outing and those against it.

Catherine sighed, looking at the ceiling while mentally counting backwards from ten before replying to Rahal. He regarded the use of magic with such nonchalance that Catherine was routinely astounded that he could even do it. His glib response to her question had been infuriating; especially when one stopped to consider recent events. Some members of their community where in more danger than others. There were those that were able to look, pass, and act like humans, and then there were those who couldn't. They usually relied on a series of strategically placed and crafted glamours or illusionary magics that allowed them to usually live without much difficulty in the greater world.
"Well excuse me for asking, but some of us just are not suited for the life of a magical shut in." She scoffed with distaste. Catherine had seen what he preferred to wear, and it was rather outlandish to say the least. She didn't say anything about the ducks though.

"Yeah. The magical shut in who spends his free time making glamour talismans of all types so that our people will be safe. Safety talismans, glamours, spells to take them to the nearest MCU office if they rip the paper they are written on in half, in case they are attacked." He shrugged and sat back. He may be a shut in, but he was incredibly protective of his people, and right now, every magic user out there, especially the youngest, were his people. The secret spilling out into the mundane realm was wearing him thin, because he knew he needed to make so much more.
"I just wish I had thought of making them earlier." Lives had already been lost on both side and he felt like crap that he hadn't acted sooner.

Catherine paused for a moment, and leaned back in her chair for a moment feeling more than just a little chastised. She should have known better to say what she had, but at the same time still had hurt feelings towards how some of the community treated each other. The proverbial cast system wasn't doing anyone any good, and had more than encouraged hiding from one another. It seemed that some people had figured this out and were taking advantage of it. "Christ... is that what you're all up in arms over? The politics with the mundane?" She asked finally, finding it difficult to use the word human. It seemed awkward and the words felt wrong in her mouth.
"Look, I'm sorry I said that. Some of us don't exactly have a lot of good things to say when it comes to the unseen or mundane worlds." Catherine apologized.

"Children. Children have been killed by the mundanes. Some are being chased out of their communities. And who do you think killed my foolish foolish apprentice?" He ran a hand through his hair and then sighed, pulling it out before he could finish. "I have no love lost for the mundanes. Or for most of the unseen." He admitted quietly. "But of the two, I prefer the unseen greatly. and I would not see them hurt, and if all the suffering I've done to increase my magic pools is good for anything, let it be keeping them safe." He shrugged it off, and smiled. "But don't listen to me. I'm a drunk old man."
He knew what people saw him as, all too well. "The trial will be fun at least." In a not at all remotely fun way. He was going to hate every last second of it. The council had been looking for a reason to bind him for ages.

"Maybe so." She commented, for now keeping her disagreement to herself. She found herself largely unable to trust a great deal of the unseen community, especially after the way a great deal of them had treated her once they got their hands on private and personal information. Catherine still found herself holding a grudge against the Council for allowing the leak to happen, especially after they forced imprisonment on her. Both parties understood there was really nothing else for her after that, and agreed to work together under extremely specific terms; it allowed Catherine freedom and the Council the ability to keep an eye on her for their own reasons.
Retrieving the key to the handcuffs from her keyring nearby, Catherine stood up and walked over to take the handcuffs off Rahal. "You are free to go, just don't miss your court date. They will retrieve you if you do so." She explained.

He grinned at that and banished the rubber ducks entirely. There, problem solved. "I won't. I recall exactly how they'd summon me, and unlike my parents, I am not an exhibitionist." And even though they were now dead, he still found it hilarious that they had been summoned while very clearly naked. Rahal may be as vain as a peacock, but he would rather not show off his body to a good deal of the council.
Especially Lex.
Most definitely especially Lex. He'd never hear the end of it if that happened, and given Lex was from another period of time entirely, with very different expectations in relationships, he didn't want to tempt the other man. Because of course, he could tempt any man out there. Then again, much of the council was older, so they all ran that risk. Lex would just be the most awkward as Catherine was his closest thing to a friend, and Lex and Catherine definitely had a Thing.

"Thank god you are not." Catherine commented as she gathered up the handcuffs and key. "However, this is a standard thing we tell a lot of people who may be potentially facing a tribunal. Some listen, some do not." She added shrugging. Depending on the individual, sometimes watching Eustathios summon the defendants was amusing. Unfortunately most of the time she was required to keep a straight face during the proceedings.
"But, just show up mage." She said seriously. It was usually her who had the final say as to what went to the Council or not when it came to cases. This however was a situation where her hands were tied. "Besides which, I was under the impression that you didn't take apprentices anymore..." Catherine commented looking at the man curiously.

Rahal laughed. "Torin was a major exception." He said. "God was he ever. He wanted magic, but he wanted it just to fight. He found out I was a trained battle mage. he demanded lessons. I said no. Then I had to pull him out of a bad situation he picked with another magic user. He knew just enough magic to get himself in trouble. It was take him on, or he'd get himself killed." He shrugged. "I taught him self control. I did everything I could to keep him alive. Maybe I taught him too well."
By the end, Torin refused to attacked people without magic at all. He had learned discipline and it cost him his life. "I still give the group lessons to the new kiddies, the small ones that get dropped in by too much more, too young. And I still do the foster placements when ya'll have to pick up one of our kids. I just don't take anyone one on one anymore and I drink more than I should." For a chaos mage, the amount it took to get him drunk enough to lose control of his magic was vaguely tipsy. Chaos magic required a tight leash and lately, he hadn't been in the right state of mind to keep it tight enough even sober.

"I think that explains a lot..." Catherine commented thoughtfully. Most of the kids that people who had been able to take in, generally didn't want anything to do with the magic. She knew one girl Laura hadn't, and her nephew Brandon had been just as frightened about his own talents. Fortunately for at least one of the two, they had been identified quickly and brought to the right people for help. The other, had spent time as a delinquent because of a family situation that had been largely out of their control.
"Well at least it's not me teaching them. That would be an utter disaster." She added, satisfied that at least someone halfway competent was able to assist. There were days when she wondered why they kept him on retainer, and then realized that without him there would be few who could assist newcomers.

"Ha. You don't like magic." He said, more amused than anything else. "I enjoy it and can entertain them well enough. And I know the family's able to take them in, and the ones able to handle the more...troubled kids." Catherine or one of her foundlings tended to get the most troubled kids. They were disturbingly good at handling the troubled kids. Hell, it surprised him seeing how good Catherine was with kids, given she was a hard ass of a care taker.
"We need a better system than MCU officers and their contractors finding homes for these kids that are safe though." But was there one? He didn't know, and didn't trust the mundanes to do it right. No, they couldn't even take care of their own orphans, much less ones that were a deal more complicated and needed a different support system entirely. You couldn't let magic kids figured things out on their own. They'd end up summoning demons by accident or something.
